Introduction:
The NATO Communications and Information Agency (NCI Agency) located in The Hague, The Netherlands, is currently involved in the development of new capabilities for NATO as well as in the support of existing capabilities. In the light of these activities, the JISR Centre is looking for ONE mathematical modeler.
More specifically, the work will support the space business areas in the JISR Centre or Chief Technology Office.
Objectives:
The main objectives of this statement of work can be summarized as follows:
- This task references APSS and Space business area analysis and modeling support under direction of the CTO-STAR Head.
The scope of the assignment will be limited to providing analyses and modelling space aspects related to Alliance Persistence Surveillance from space and other space business projects.
The analysis and modeling work shall be carried out in sprints whereby each sprint is independent. The mathematical modeler will be required to add functionality to existing mathematical space models or to develop a unique and new analysis. Modeling will include; Further developing the APSS math model; Analyzing capabilities of space based assets, their orbits and behaviors; Modeling space threats like debris.
The work will be executed mainly offsite but some sprint will be onsite at the NCI Agency facilities in The Hague or SHAPE in Mons or other NATO locations. In coordination with the CTO-STAR Head most of the work can be performed offsite.
The contractor will be part of a team and will provide services using an Agile and iterative approach using multiple sprints. Each sprint is planned for a rough duration of 4 weeks. The content and scope of each sprint will be agreed with the service delivery manager during the sprint-planning meeting, in writing.
Constraints:
All the documentation provided under this statement of work will be based on NCI Agency templates or agreed with project point of contact.
All models, scripts, documentation and required code will be stored under configuration management and/or in the provided NCI Agency tools.
Practical Arrangements:
The contractor is expected to provide services off-site. Providing services on-site will be arranged in coordination with the CTO-STAR Head or Space SME.
Completion of the deliverables will require the contractor to travel to other sites within NATO.
Travel must be approved by NCIA CTO-STAR Head (or delegate) and costs will be submitted to NCIA for reimbursement based on the NATO travel rates and policy.
Services under this SOW must be accomplished by ONE contractor.

Qualifications:
The consultancy support for this work requires a software developer with the following qualifications:
Technical Qualifications:
- Nationally recognized/certified university qualification related to space engineering and or mathematical modelling
- NATO and/or military experience desired;
- Motivated, good communication skills, team player.
- Able to work independently with minimal supervision.
- Strong listening and communication skills in English.
- Knowledge of NATO responsibilities and organization;
- Knowledge of NATO or National intelligence processes desired.
- Advanced research and analytical skills.
- Experience developing complex mathematical models of space
- Understanding of current space capabilities, particularly focused on space based ISR
- Experience in orbital mechanics modelling
- Must have excellent spoken and written English communication and presentation skills, as demonstrated by recent experience (within the past 5 years) in programming for web applications;
- Must have recent experience building mathematical models using MATLAB, powerBI or other modelling and simulation tools/software.
- Must demonstrate the ability and self-motivation to work on his/her own but must also work well within groups as part of a team;
- Must demonstrate an ability and keen sense for problem-solving.
- The consultant must have a NATO SECRET security clearance that will be valid for the duration of the contract.
