Introduction:
- To strengthen the Alliance through connecting its forces, NATO Communication and Information Agency (NCIA) delivers secure, coherent, cost effective and interoperable communications and information systems in support of consultation, command & control and enabling intelligence, surveillance and reconnaissance capabilities, for NATO, where and when required. It includes IT support to the Alliances’ business processes (to include provision of IT shared services) to the NATO HQ, the Command Structure and NATO Agencies.
- The Ballistic Missile Defence Programme Office (BMD PO), as part of the NCIA, ensures the harmonised planning, implementation, deployment, evolution and support of the BMD capability, in a way that satisfies the operational requirements and minimizes the military risk, taking into account the NATO political, economic and schedule requirements and using the most suitable industrial and technological solutions. The Programme Office is the procurement and implementation body of the NCIA, charged with the effective planning, execution, delivery into service, evolution and through-life logistic support of NATO’s and assigned national and BMD systems.
- The BMD PO is developing another version of Concept of Employment (CONEMP) product and needs additional expert operational deliverables for this task.
- A strong operational expertise on BMD and Theatre BMD missions will be an essential requirement for completing deliverables. In depth operational knowledge and prior experience of NATO BMD organisation as well as the NATO BMD user applications (Battle Management Command, Control, Communication and Intelligence, BMC3I systems) is required to work on assigned support tasks.
- The contractor will be providing support services as part of an Agency led project team that executes the Allied Command for Transformation (ACT) Programme of Work (PoW) 2025 for Ballistic Missile Defence.
- Reviewing current NATO (T)BMD related standards, directives, policies and standard operating procedures; providing analysis results.
- Collaborating with (T)BMD operational users to collect information for (T)BMD mission and suggest content to the NCIA project team.
- Engaging with operational users at HQ to further introduce the (T)BMD CONEMP and collect feedback (for improving the content and exploring new scope).
- Supporting studies on new and emerging BMD/IAMD concepts by doing research, studying NATO’s publications engaging with stakeholders.
- Providing (T)BMD subject matter knowledge to the NCIA project team.
- The deliverables will be required by various dates, as identified in Section 5, throughout the contract execution.
- All deliverables are to be peer reviewed within its delivery cycle. Input and guidance will be provided by NCIA in written from or/and during the targeted review meetings.
- During the period of performance a Delivery Acceptance Sheet (DAS) shall be provided to the Purchaser for each scheduled delivery, as identified in Section 5. The Template is provided in the Annex B. The Purchaser will confirm the acceptance by signing the DAS.
- The expected classification level of the deliverables is NATO Restricted. However, in some particular circumstances it might be needed that a specific deliverable and the execution of duties may require the contractors to access information, as well as CIS systems, classified up to NATO Secret, therefore the contractor shall be in possession of a valid security clearance up to and including NATO Secret information as from contract start.
- The contractor shall participate in a kick-off meeting within one working week after the signing of this contract.
- This will be a virtual meeting executed via electronic means using Conference Call capabilities or in person in NCIA offices in The Hague, Netherlands.
- During the kick off meeting, the contractor will provide and discuss a plan for executing the tasks under this statement of work. Purchaser and Contractor will discuss the plan and confirm amendments where appropriate.
- The contractor will provide email minutes containing decisions and actions decided during the meeting.
- The contractor shall participate in regular status meetings, either in-person (where possible) or via electronic means using Conference Call capabilities.
- The rhythm for these meetings will be decided at the kick-off meeting.
- The contractor will initiate these meetings and provide email minutes containing at least decisions and actions decided during the meeting.
- The contractor shall follow all general rules, terms and conditions as applicable for working in NCIA, The Hague, Netherlands.
Work is to be performed on the NCIA network(s) and appropriate hardware and connectivity will be provided by the NCIA, for the duration of this contract and is to be returned upon completion of the contract.
Required Qualifications:
Contractor – MANDATORY Requirements:
- Extensive knowledge, involvement and service in NATO BMD mission and strong network in the NATO BMD community. Must have been previously involved in BMD Operational User Group (OUG) activities, either as an active member or a chairman.
- Demonstrable experience with developing (T)BMD concept of employment (CONEMP) for NATO. Must have previously developed for BMD programme following artefacts:
- NATO Architecture Framework (NAF) L4 viewpoints,
- BMD and TBMD CONEMP process descriptions.
- Experience with development of operational handbooks, technical documentation, training materials and instructional aids, specifically for the (T)BMD domain.
- Extensive experience working with NCIA, ACT, SHAPE, AIRCOM, MARCOM, JFC and other NCS HQs in relation with NATO BMD Programme.
- Extensive knowledge of and practical user experience with NATO BMD BMC3I systems (ACCS, AirC2IS, TOPFAS, NCOP, Intel FS, JEMM), air defence weapon systems, sensors and communications, and current NATO C4ISR systems like NATO ICC.
- Extensive experience with capturing BMD system requirements and business/operational workflows.
- Candidate must have the nationality of one of the NATO nations.
- Excellent command of spoken and written English.
- Must hold a valid NATO Secret Security Clearance.
- Experience with producing Capability Packages for (Theatre) Missile Defence Capabilities,
- Prior experience of working in an international environment comprising both military and civilian elements.
- Knowledge of NATO responsibilities and organization, including ACO and ACT. 9.
