Introduction:
NATO Communications and Information (NCI) Academy delivers NATO technical and operational training on a variety of communication and information systems (CIS), operations related procedures and task-related skills. In response to the increased demand for CIS planning training and the desire to diversify the workforce while maintaining the quality of training provided, the NCI Academy is soliciting commercial industry for interest and ability to support the preparation and delivery of the NATO CIS Planning Course. The selected contractor shall make available personnel capable of providing the services specified in this Statement of Work, adhering to the intent to obtain NATO CIS planning subject matter expertise and instructor talent that can develop, prepare and deliver NCI Academy curriculum to the standard expected of a NATO CIS Technical Instructor.
The work shall include engagement with NATO CIS planning Subject Matter Experts (SME) and practitioners on behalf of the NCI Academy Office of Primary Responsibility (OPR), development of CIS planning curriculum and Community of Practice (CoP) information portals hosted by the NCI Academy, as well as onsite preparation and delivery of CIS planning training to students from the NATO Command Structure, NATO Force Structure, NATO member states and select partner nations.
Objective:
The main objective of this Statement of Work is to inform potential bidders about the services being requested so that they can determine competency and level of effort required to:
- coordinate with the NATO CIS planning SMEs and practitioners; and
- develop, prepare, deliver and recover NCI Academy CIS planning training.
Training Courses
Training Material
NATO CIS planning policy and doctrine, as well as training materials shall be accessible through or managed by the NCI Academy and made available to the service provider (instructor) during course-related engagement, preparation, delivery and recovery periods.
Coordination And Reporting:
The service contractor shall contribute to the completion and review of the Quality Assurance “CIP” report during course iteration recovery time.
Any additional work required to update course material should only commence after the NCI Academy OPR has confirmed the requirement. The NCI Academy OPR is responsible for ensuring any updates are incorporated into the course material prior to delivery.
Practical Arrangements:
The contractor shall be required to provide services both offsite and onsite at the NCI Academy in Oeiras or if required at another location for mobile training.
The contractor shall provide services under NCIA AAS contract for the NCI Academy. They will provide services under the direction and guidance of the NCI Academy OPR or their designated representative.
The NCI Academy will provide the service contractor with access to the Academy Learning Environment and business tools, as required.
The NCI Academy will provide the service contractor with access to the Academy Learning Environment as required.
The NCIA will provide the service contractor with a NATO RESTRICTED laptop that will have to be returned at the end of the contract, as well as a NATO SECRET user profile.

Qualifications:
Essential qualifications and experience:
This work requires Tactical Radio Instructor(s) with the following qualifications and experience:
- NATO SECRET security clearance, provided by the National Security Authority and valid at the time of submission of the bid and covering the period of the contract.
- Advanced knowledge of current NATO CIS planning policy, doctrine and procedures.
- Advanced knowledge of NATO CIS capabilities and employment during operations and exercises.
- Experience with development of NATO policies, directives, plans, orders, training materials, instructional and learning aids.
This work would benefit from Tactical Radio Instructor(s) with the following qualifications and experience:
- A0104 NATO CIS Planning Course.
- A0970 NATO CIS Technical Instructor or equivalent Certificate of Completion.
- Knowledge and experience of working in a NATO Command Structure HQ.
- Knowledge and experience of working with the NCI Academy.
- English language skills according to NATO STANAG 6001: Listening (3); Speaking (3); Reading (3); and Writing (3) or according to Common European Framework of Reference for Language level B2-C1/Upper Intermediate-Advanced level.
