Duties and Role:
Under the direction of the Chief NIMSC, the incumbent will perform duties such as the following:
Business administration:
- Lead and coordinate strategic initiatives working across NIMSC departmental or functional boundaries, with a key focus on development and implementation of increased outsourcing initiatives for NIMSC projects and services.
- Ensure proper and efficient management, administration, and operation of the NIMSC day-to-day routine;
- Ensure that the Chief NIMSC decisions and guidance are assigned, prioritised and executed appropriately to time and quality;
- Designs the timetable of NIMSC Senior Management meetings and forums.
- Set agenda, format and desired outcomes for key NIMSC meetings.
- Provide direction and receive progress updates from members of the NIMSC Senior Management team.
- Oversee the management and coordination of Agency Tasker Tracker requests assigned to NIMSC, and the NIMSC Internal Action Log, in close coordination with internal and external stakeholders;
- Meet collectively or individually with members of a leadership management team to follow up on action points, issues and risks.
- Provide oversight and coordination of all NIMSC Front Office activities including general services and administrative management;
- Manage highly sensitive and confidential issues and information.
- Organise and coordinate major events and visits including: executive off site meetings, managers' conferences, and key meetings on behalf of the Chief NIMSC;
- Coordinate and manage the NIMSC battle rhythm 'calendar' and routine activities;
- Draft accurate, concise and clear documents, reports, letters and other artefacts as directed;
- Develop, communicate, implement and reviews the processes which embed strategic management in the operational management of NIMSC.
- Lead and manage the creation or review of a strategy that meets the requirements of the business.
- Define policies, standards, and guidelines for how NIMSC conducts strategy development and planning.
- Plan and implements complex and substantial risk management activities within NIMSC.
- Manage NIMSC registers including issues, risks, lessons learned and broader business process data repositories and coordinate mitigation and action;
- Implement consistent and reliable risk management processes and reporting to key stakeholders.
- Engage specialists and domain experts as necessary.
- Advise on the Agency's and NIMSC approach to risk management.
- Facilitate workgroups to deliver defined goals and outcomes.
- Coordinate and lead processes and activities to capture and apply 'best practice' across all aspects of NIMSC business including: people, processes and technology;
- Provide support, guidance and suggestions to workgroups and teams to learn collaborative problem solving and improve their team performance.
- Create shared responsibilities and sustainable agreements within NIMSC.
- Coordinate and facilitate planning as directed, and foster a collaborative working environment within and beyond NIMSC;
- Implement and improve agreed NIMSC principles, practices, processes & ceremonies.
- Recognise and work with the strengths and constraints of team dynamics.
Skill, Knowledge & Experience:
- The candidate must have a currently active NATO SECRET security clearance
- A Master's degree at a nationally recognised/certified University in a related discipline and 5 years post-related experience. Or a Bachelor's degree with 8 years post related experience.
- Proven leadership experience managing large multidisciplinary and virtual teams;
- Experience with PRINCE2 or comparable Project Management methodology.
- Proven experience in service delivery and continuous service improvement at senior level.
- Minimum of 5 years' experience in a leadership role within a large international or governmental organization or military.
- Extensive experience managing workflow and executive support staff.
- Extensive experience in leading cross-functional teams, preferably in an international environment.
- Proven ability to multi-task, deliver on responsibilities and work effectively under pressure while producing high-quality products under short-notice deadlines.
- Proven Information & Communication Technologies (ICT) experience at senior staff or management level in a sizeable organization, preferably one in the government defense sector or in an international organization, a national public administration (civil or military), or the private defense sector, with minimum 8 years management experience of supervising staff and/or directing the activities of an organization;
- Specific prior experience as Executive Officer in a Military or Civil organization;
- PRINCE 2 Foundation and Practitioner certifications;
- Intermediate ITIL Foundation certification.
- Prior experience of working in an international environment preferably comprising both military and civilian elements.
- Knowledge of NATO responsibilities and organization, including Allied Command Operations (ACO) and Allied Command Transformation (ACT).
