Specific Working Conditions:
The activities will be generally carried out in normal office environment. During implementation stages, the activity can be carried out in construction areas which requires the use ofIndividual Protection devices and compliance to specific norms and
regulations.
The selected candidate will TDY up to 1 day a week from Brussels to Mons during contract execution.
Duties and Role:
- Take full responsibility for the definition, documentation and successful completion of allocated IT projects (typically with significant business, high-profile impact and high-risk dependencies) and their transition into service;
- Take full responsibility for the definition, execution and satisfactory completion of projects, including preparation and submission of Price Proposals, support the release of Contractual Packages, contribute to Source Selection processes according to the defined procurement strategy and monitor, manage, and control the project through all phases to completion including service transition into operations;
- Identify, evaluate, and recommends options for project implementation as required by NATO and Agency processes;
- Ensure project assurance is executed by different actors according to Agency procedures to conduct complex Projects;
- Ensure project deliverables are complete within agreed tolerances of cost, schedule, and quality parameters; are accepted, including management of any change requests using appropriate processes;
- Ensure projects are formally closed and, where appropriate, subsequently reviewed, and that lessons learned are recorded;
- Provide regular accurate Project status reports and ad-hoc reports / briefs when required;
- Ensures that effective project monitoring and control processes, change control, risk management and quality processes are employed and maintained;
- Monitors and controls resources, revenue and capital expenditures against the project budget;
- Manages the expectations of key project stakeholders.
Mandatory requirement:
Previous and demonstrable technical experience in deploying Passive (PNWI) and Active Network infrastructure (ANWI) in support to NATO installations and facilities.
Requirements Definition and Management:
- Plans and drives scoping, requirements definition and prioritisation activities;
- Obtains input from, and agreements to requirements from a diverse range of stakeholders and negotiates with stakeholders to manage competing priorities and conflicts;
- Establish requirements baselines, obtain formal agreement to requirements, and ensure traceability to source and changes to requirements are investigated and managed;
- Selects, adopts and adapts appropriate requirements definition and management methods, tools and techniques.
- Suports the Customer Relationship Management and acts as the single point of contact for assigned projects, under Transition Manager's direction;
- long-term, strategic, relationships and supports the development of comprehensive stakeholder management strategies and plans;
- Facilitates between different stakeholders and ensure they understand and agree on operational requirements and what will meet their needs.
- Carries out risk management activities within a specific function, technical area or project of medium complexity;
- Identifies risks and vulnerabilities, assesses their impact and probability, develops mitigation strategies and reports to the business;
- Involves specialists and domain experts as necessary.
- Ensure effective project control, change control, risk management, and testing processes are implemented and maintained according to Agency processes and procedures;
- Define and take appropriate actions in order to provide an increased level of confidence and reduce risks such that the project will meet its objectives in terms of deliverables (scope and quality), schedule, and costs.
- Act as a routine contact point between the organisation and suppliers concerning contract management;
- Support the collection of contract performance data.
