Annex A – Special Terms and Conditions:
The contractor will be responsible for complying with the respective national requirements for working permits, visas, taxes, social security etc. whilst working on site at NATO HQ Brussels, Belgium.
No special status is either conferred or implied by the host organisation, NATO HQ Brussels, Belgium to the contractor whilst working on site.
The contractor will be responsible for complying with all the respective National Health COVID-19 regulations in Belgium before taking up the position.
 
Profile Description Summary:
We are looking for an experienced Project / Programme Manager to reinforce the NATO Enterprise Security team, within the Office of the Chief Information Office. He/she will monitor and coordinate efforts under NATO’s Cyber Adaptation Roadmap, tracking and reporting on progress, milestones, lines of effort and deliverables as applicable.
 
Objectives and scope of work:

  • The incumbent will be responsible for the coordination and oversight of the NATO Cyber Adaptation Roadmap, which comprises ten strategic work strands in a complex, multi-stakeholder environment.
  • The incumbent is expected to be the primary action officer and working level point of contact for the Cyber Adaptation Roadmap, reporting directly to the Enterprise Security Branch Head who maintains the overall lead for NATO’s cyber adaptation efforts.
  • The incumbent will also participate in the annual progress assessments underpinned by the NATO Enterprise Cybersecurity Scorecard, ensuring the linkage to the implementation of the Cyber Adaptation Roadmap.
Duties and Role:  
Enterprise oversight of Cyber Adaptation Roadmap implementation:
  • Developing metrics and measurements for tracking Roadmap implementation progress;
  • Continuously reflecting up-to-date status for all activities, milestones, and lines of effort;
  • Maintaining and sharing progress information about the Roadmap implementation through centralized information portals, managing their content and maintaining status;
  • Regularly engaging with all Enterprise stakeholders through written communication,
  • implementation oversight portals, as well as physical and virtual meetings;
  • Reporting to staff-level senior bodies as well as Allies as appropriate;
Establish the annual refinement cycle for the Cyber Adaptation Roadmap:
  • Preparing discussions for follow-on activities to be included;
  • Conducting workshops and meetings with all Enterprise stakeholders for extending the implementation horizon annually;
  • Continuously liaising with Roadmap annex leads.
NATO Enterprise Cybersecurity Scorecard development and annual refinement:
  • Developing measures and metrics for tracking cybersecurity performance;
  • Maintaining and refining the methodology of assessing cybersecurity maturity and performance Enterprise-wide;
  • Publishing the updated Cybersecurity Scorecard every year to inform the following annual assessment cycle;
Location: 
The Service will be 100% (full time) on site at NATO Headquarters in Brussels
A limited amount of teleworking might be granted under special circumstances.
 
Timelines:  
The services of the contractor are required for the period starting as soon as possible but not later than 31st March until 31st December 2025.
 
Travel:
Minimal travel is required/expected. Travel expenses to be reimbursed by NATO based on the NATO per diem rate, in addition to the hourly rate.
 
Deliverables:
All documentation and activities linked to the scope of work and the domains of activities described above. Including, but not limited to:
  • Project briefs, memos, communications with stakeholders, meeting reports;
  • Technical roadmap development, including presentations and visuals, in coordination with various leads of the Roadmap work strands;
  • Requirement Collection, development, and Analysis of Cyber Security Scorecard;
  • Project-related deliverables including annual updates to the Cyber Adaptation Roadmap;
  • Necessary support to the annual NATO Enterprise Cyber Security Conference.
Requirements:
 
Skill, Knowledge & Experience:
  • The candidate must have a currently active NATO SECRET security clearance
  • Minimum 5 years’ experience in project and/or programme/portfolio management;
  • Extensive experience in stakeholder engagement;
  • Experience as a project manager in medium or large-scale project(s) in multi-stakeholder environments;
  • Have professional experience in project(s) that include risk management, cyber governance, technology change management;
  • Demonstrate relevant experience in the domains of defence, cybersecurity, digital transformation;
  • Exhibit an understanding of the NATO organizational environment;
  • Ability to operate with minimal supervision, well-organized and collaborative, with customer-oriented approach and excellent communication and coordination skills;
  • Possess a University Degree in a relevant domain;
  • Have expert knowledge of Project and Programme Management concepts and processes;
  • Certifications and/or Good working knowledge of relevant project management methodologies, preferably linked with cybersecurity;
  • Language requirements: possess the following minimum levels of NATO’s official languages (English/French): V (Advanced) in one; I (Beginner) in the other;
  • A signed Non-Disclosure Agreement will be required.
Other (desirable) requirements:
  • Experience in organizing international conferences and technology events;
